Cheshire and Warrington Improvement and Efficiency Partnership
Cheshire & Warrington Improvement and Efficiency Partnership are concentrating their resources in year one across five, key priority areas - transformational government and the citizen, efficiency, health and social care, community empowerment and neighbourhood delivery and cohesion and equalities and diversity.
There is no doubt that the advent of Local Government Review in Cheshire presents a challenging context within which to establish the new sub-regional Improvement and Efficiency Partnership. However, there is a strong sense in which local government review is a transformational change programme in its own right and therefore also a significant opportunity to take the improvement and efficiency agenda forward.
Where does the CWIEP want to be in three years time with support from regional providers and the NWIEP ?
The CWIEP wants the following results:
- A strong and experienced Business Process Transformation and programme/project management capacity within the sub-region in order to support business transformation and realise efficiency benefits.
- A sub-regional procurement hub that is achieving significant savings by a fully mature management of local government third party spend and that is contributing to Improved Use of Resources scores through smarter procurement
- Increased engagement with the voluntary and community sector in the provision of services
- A community-led service design and commissioning framework for health, social care and associated services which meets the needs of some of the most vulnerable and hard to reach residents on a neighbourhood basis
- Increased confidence of elected members in fulfilling their community leadership role
- Better neighbourhood flexibility, community empowerment and community safety to secure better local services, enhanced local democracy and local community ownership and involvement
- Increased customer satisfaction with councils and partners and the services they provide with an increase in the proportion of public services delivered through the voluntary and community partnerships
- All authorities to have achieved Level 3 of the Equality Standard by 2010 - 2011 with progress towards level 4, and that this achievement positively influences performance against NIs 1 and 4 and indirectly NI 5, as well as contributing to the achievement of the Member Development Charter
