Cheshire West and Chester Council currently licences both hackney carriages and private hire vehicles for transportation.

Cheshire West and Chester Council has three hackney carriage zones originally covered by Chester, Ellesmere Port and Vale Royal Councils. This means that hackney carriage byelaws for each zone are different. A hackney carriage vehicle can only operate in the zone for which it is licensed.
The knowledge test
On 19 July 2012, Cheshire West and Chester Council's Licensing Committee formally approved the adoption of a topographical knowledge test for new hackney carriage drivers. Any new applicant wishing to drive a hackney carriage must first pass a knowledge test for the zone in which they wish to drive. The fee for undertaking the test is £40.
List of Approved Hackney Carriage Models
In order to ensure that any vehicle to be licensed complies with the Council’s requirements for safety, comfort and accessibility, the Licensing Team has a list of vehicle makes and models that have been approved for use as a Hackney Carriage. As the specification for these vehicles can vary depending on the company performing the conversion, it is important that any vehicle purchased meets the standards required by the Council. To this end the document below also contains a list of these requirements. It is very important to note that if you are considering purchasing a vehicle, you should always contact the Licensing Team before entering into any financial commitments to ensure that the vehicle is suitable.
Chester (blue) zone
The Chester zone (denoted by a blue triangle on the hackney carriage licence plate) is restricted to black hackney carriage vehicles and only allows models previously approved by the Council's licensing committee to be used.
There is no limit to how many people may apply for a hackney carriage driver's or vehicle licence; however vehicle licences may only be issued for a brand new vehicle. Information on the types of vehicles that can be licensed as hackney carriages in the Chester zone can be downloaded below:
Ellesmere Port (red) zone
Ellesmere Port zone hackney carriage vehicles (denoted by a red triangle on the hackney carriage licence plate) are not restricted in colour, but as with all zones only certain models may be used.
There is no limit to how many people may apply for a Hackney Carriage Vehicle Licence. Information on the types of vehicles that can be licensed as hackney carriages in the Ellesmere Port zone can be downloaded below:
Vale Royal (green) zone
The Vale Royal zone (denoted by a green triangle on the hackney carriage licence plate) is restricted to black hackney carriage vehicles and, as with the other zones, only certain models of vehicle may be used.
