Hackney carriages

Cheshire West and Chester Council has three zones originally covered by Chester, Ellesmere Port and Vale Royal Councils. This means that hackney carriage byelaws for each zone are different. A hackney carriage vehicle can only operate in the zone it is licensed for.

The Knowledge test

On 19 July 2012, Cheshire West and Chester Council's Licensing Committee formally approved the adoption of a topographical knowledge test for new hackney carriage drivers. Any new applicant wishing to drive a hackney carriage must first pass a knowledge test for the zone in which they wish to drive. The fee for undertaking the test is £40.

Chester (blue) zone

The Chester zone (denoted by a blue triangle on the Hackney Carriage licence plate) is restricted to black hackney carriage vehicles and only allows models previously approved by the Council's Licensing Board to be used.

There is no limit to how many people may apply for a Hackney Carriage Driver's or Vehicle Licence, however vehicle licences may only be issued for a brand new vehicle. The Council will only licence hackney carriage vehicle models that have been pre-approved by the Cheshire West and Chester Council Licensing Board. Information about what types of vehicles that can be licensed as a hackney carriage in the Chester zone and its byelaws is available online:

Ellesmere Port (red) zone

The Ellesmere Port zone (dentoted by a red triangle on the hackney carriage licence plate) is not restricted to the colour of hackney carriage vehicles, but only allow certain models to be used.

There is a limit to how many people may apply for a Hackney Carriage Vehicle Licence. Vale Royal (green) zone

The Vale Royal zone (denoted by a green triangle on the hackney carriage licence plate) is restricted to black hackney carriage vehicles and only certain models of vehicle are used.

There is no limit to how many people may apply for a hackney carriage driver's or vehicle licence. The Council will only licence hackney carriage vehicle models that comply with the Vale Royal Area Wheelchair Accessibility Policy, which is available to view online:
