Each neighbourhood and area will include a unique mix of services and this means that no 'one size fits all' - different approaches should reflect differing communities.
The local authority has a critical role in place shaping to achieve economic, social and environmental well being. This is important in terms of its community leadership role but also in terms of service delivery.
Service delivery and design is already influenced to some extent by area working, specifically in relation to targeted services funded by Area Based Grants including Youth Inclusion Programmes, Children's Centres, Worklessness Programmes etc. or by specific issues including conservation areas, liveability pilots, support to village halls.
Universal services include libraries, grounds maintenance, refuse collection, schools, lifelong learning, business support, planning policy and control, day care centres, highways etc. and specialised services include special schools, refuge accommodation, and museum provision.
The development of neighbourhood charters will outline entitlements that all residents in every area should expect to receive. This will build on the existing model in place with the Cheshire Association of Parish Councils.
