Why a One City Plan

Why, When, How

The One City Plan approaches Chester from a national context, to its regional and city-wide relationships and also focuses physical change on the city centre - looking at a series of linked distinctive areas.

Why

The ULI Panel recognised the importance for the City to ‘form a clear and comprehensive strategy and programme’, which is the One City Plan.

  • To produce a Plan for Chester’s future that is owned by the people of Chester.
  • To create a ‘Big Idea’ - providing a clear direction of focus and delivery.
  • To make the most of the City’s potential - culturally, economically, socially and environmentally.
  • To celebrate Chester’s local distinctiveness - what makes the city unique and special.
  • To deliver in a ‘new world’ - identifying action areas, priority projects and delivery options.

When

  • The One City Plan will set a Vision for 15 years aligning with the Council’s Local Development Framework (LDF or Local Plan) Core Strategy to 2027.
  • One City Plan will be adopted by the Council and launched in Summer 2011.
  • It is a guide and will be a ‘living’ document to evolve with the city.
  • We recognise change doesn’t happen overnight and requires careful planning.
  • The priority projects will be phased in a long term programme over the 15 years and beyond.

How

  • A clear programme.
  • The Plan will have scope to change and grow – we will work closely with local communities in decision-making.
  • The Public sector (via the Council) will take an enabling role in early years to build momentum.
  • The Private sector will be partners from the start – working with the Council to invest in the city.
