Local Government and Public Involvement in Health Act 2007 –
Executive Arrangements
In accordance with the provisions of the above
Act Notice is given that following appropriate public consultation
Cheshire West and Chester Council will adopt the following model of
executive arrangements:-
- Leader and cabinet executive - a Councillor
elected as leader for a four year term, and two or more
Cheshire West and Chester Councillors appointed to the executive by
the executive leader.
Since the arrangements are broadly
similar to the existing governance arrangements, there are few
changes to the structure or decision making processes and no
requirement for a further election. The
Constitution has been modified to reflect the changes
that came into effect following the May Local Government
elections.
The Local Authorities (Executive Arrangements) (Access to
Information) (England) Regulations 2000 - Forward Plan of Key
Decisions
Under Cheshire West and Chester’s Executive
arrangements, Key Decisions (decisions with budget implications of
over £1 million or affecting more than one electoral Ward) will be
made by the Executive or by bodies or persons acting on its behalf
in accordance with the Constitution.
The Council’s Forward Plan (published on the
website each month) will contains details of all Key Decisions
known and likely to be taken by the Executive over the four
calendar months following publication of each Plan.

The Local Authorities (Referendums) (Petitions and Directions)
(England) (Amendment) (No 3) Regulations 2001 - Register Of
Electors – Verification Number
Cheshire West and Chester Council is required
to publish the number that equates to 5% of the number of
local government electors for the borough, as shown in the
Electoral Register in force on 1 February 2011.
That number is: 12,604
This is the number of local government
electors required in order to petition the Authority before 1st
April 2012, to hold a referendum on whether the Constitution of the
Council should provide for the election of a Mayor.
Notice will be given in February 2012 of the
number of local government electors required to enable a valid
petition to be presented after 31st March 2012 and before 1st April
2013. In the event of the number published in February 2012
being less than the number recently published, then the smaller
number will be used for verifying a petition submitted after the
date of publication and before 1st April 2012.
