West and Chester Council is authorised to issue Penalty
Charge Notices (PCN) where parking contraventions take
place on streets and in council-owned car parks in the Chester
and Ellesmere Port and Neston areas.
At present Cheshire Constabulary remains responsible for on street parking contraventions in the Northwich and Winsford area.
Our aim is to manage on-street and off-street parking
through effective civil parking enforcement in order to
improve conditions for people living, working and visiting Cheshire
West and Chester.
Civil parking enforcement gives local authorities greater control over the reduction of illegal or inconsiderate parking.
Enforcement of restrictions helps communities by discouraging indiscriminate parking that causes obstruction to other motorists, the emergency services, public transport, pedestrians, cyclists and people with disabilities.
By using our own officers, we can tailor enforcement to suit the needs of the local residents, varying patrols when necessary and responding to one-off events where additional officers may be needed.
If you park where there are double yellow lines or other restrictions you may be issued with a PCN. The amount of the penalty charge may vary depending on the type of contravention you have committed.

Parking enforcement guidance
The Council has developed a civil parking enforcement guidance document. This document was produced following consultation with residents of Cheshire West and Chester and explains the principles of how penalty charge notices are issued, processed and the circumstances of when they may be cancelled.
