Residents' parking scheme
Residents' parking schemes provide on street parking for residents who live in areas which have parking and congestion problems.
The scheme helps to prevent general parking within the designated zones and provides parking for residents with permits, during the operating hours of the scheme.
Anyone not in possession of a residents' permit is only allowed to park for the relevant waiting period without incurring a penalty charge notice.
The scheme does not guarantee you a parking space outside your house, but you should be able to park within your own designated zone. The Scheme does not enable you to park in any other residents' parking zone. There is unrestricted parking outside the hours of operation of the scheme.
We currently operate two residents' parking schemes, one in Chester and one in Ellesmere Port.
Parking scheme for Brook Street
Residents living in the side streets by Brook Street car park, Chester, have reported difficulties in finding places to park in the street near to their homes. In the past a residents parking scheme has been considered, but due to a lack of support has not been progressed to the stage where a scheme was implemented. Different ideas for helping residents have been considered and one particular idea - using Brook Street car park – is to be piloted for 6 months. The purpose of the pilot is to test whether it offers a feasible solution to the existing problems and to determine whether residents are interested in a permit scheme. The pilot scheme will run from 27 February 2012 until 27 August 2012 and will test the demand for a permit parking scheme in the area. During the pilot the Council will capture residents’ views on how the scheme is progressing to see if this option provides a suitable solution to the problems residents experience.
Eligible residents who have been granted a permit will be able to park in Brook Street car park from 3pm until 9am the following morning (7 days a week).
Applications will be invited from eligible residents from 1 February 2012 and will be open for a period of 3 weeks. The closing date for applications is 22 February 2012.
