Town and parish councils
Town and parish councils and smaller parish meetings are the tier of local government closest to communities and deliver a range of services at a community level.
Town and parish councils are involved in many activities ranging from providing and maintaining local facilities such as playing fields and open spaces, playgrounds, shelters, village halls, and clocks, either on their own or in partnership with other bodies as well as looking after footpaths and churchyards.
They are seen as increasingly important in representing the views and needs of local communities.
Town and parish councils are funded mainly by an annual levy on Council Tax.
This amount, called the precept, is added to Council Tax, collected by Cheshire West and Chester Council and paid to town and parish councils.
In the Cheshire West and Chester area there are currently 97 town and parish councils. The point of contact for each is the parish or town clerk.

Officers at Cheshire West and Chester Council are encouraged to regularly liaise with and involve officers at the Cheshire Association of Local Councils ( ChALC ), a member-based organisation representing the interests of local councils and providing information and advice to those members.
Cheshire West and Chester Council and ChALC have agreed a parish compact, with the aim of working together to maintain high standards of ethical behaviour across the borough.
