Affected buildings and services

This covers:

  • dog breeding
  • pet selling
  • hiring out horses
  • boarding for dogs and cats
  • home boarding for dogs
  • dog day care
  • keeping or training animals for exhibition.

Licence renewals

All renewal inspections have been suspended.

Any current licences due to expire will now be valid for a period of three months, or until we can inspect the premises, whichever is sooner.

If a licence is due for renewal, we will accept the application now if a business wishes to submit it.

Renewal payments will not be requested until we are able to start booking inspections.

Interim inspections

All interim inspections have been suspended.

Interim inspection fees will not need to be paid until just before we are able to carry out the inspection.

Cemetaries and crematoria

The Record Office is closed and although we are still responding to enquiries there may be a delay.

We will also be ensuring the safety and security of the unique collections in our care during the period of closure.

The copying service has been temporarily suspended.

All Cheshire Rural Touring Arts shows have been cancelled until 14 June 2020.

All Council-managed community centres, public toilets, and ranger huts or pavilions are closed.

The Council's Customer Services Offices are now closed following the government health guidelines for Coronavirus. Please use the website to contact us.

Customer Service Centres

The Northgate Locks, Pathways and the Old Vic day services are closed. Service users are now staying in their homes following government guidance. Contact is continuing with telephone and outreach contact as appropriate for every service user. Support is continuing for people living in supported living settings.

Centre based youth work has been suspended. Detached youth work (street-based youth work provision), will continue to operate for at least another week with social distancing principles. This will be reviewed Friday 27 March.

Early help and prevention services delivered from children’s centres will be suspended. This includes parenting group work - the service is working towards a virtual solution to helping parents.

The Young People’s Service has temporarily closed regular services until further notice. The staff are moving to other important roles within the Council, working across the wider children’s workforce. Your Young People’s Service worker will still be available to speak to if you would like to keep in touch over the coming weeks. Please contact your worker direct using their usual contact details. All early help and prevention and domestic violence and abuse case work is being reviewed to look at which cases can move to telephone contact rather than face to face home visiting.

Due to the high volume of calls we are receiving we can no longer take calls in the following areas. Alternative ways to contact us are detailed below. For those lines which remain open please note that your call may take longer to answer than usual.

All libraries are closed.

You can renew your loans using the Cheshire Libraries Catalogue or phone 0300 123 7739 for 24 hour renewals.

To help customers to continue using our service we have:

  • Extended all loans until the end of April
  • Halted any new fines incurring
  • Increased the loan limit to 30 items
  • Removed the limit on all renewals
  • Removed the charge for holds not collected
  • Extended hold collection time to three weeks

All borough markets will remain open in line with government guidance, only for the purchase of essential food, groceries and pet food.

Markets are open from 9am until 5pm (Chester Market opens at 8am), with the first hour reserved for elderly, NHS staff and vulnerable customers.

Please contact traders direct to arrange orders, collection and delivery wherever possible.

Alternatively a food and grocery delivery service is also available, please call or email and market staff will liaise with traders to make-up orders and arrange delivery, subject to availability:

Priority will be given to the elderly and vulnerable.

All seating areas are closed and we are taking measures to ensure social distancing in all our markets. Please remain two metres (three steps) away from other people. Further guidance will be available at each market.

Please do not bulk buy so we can continue to serve the community.

Please note that any anti social or aggressive behaviour toward council staff or traders will not be tolerated and we ask all customers to respect government guidelines and the difficulties our market traders face at this difficult time.

Ellesmere Port Flea Market will now remain closed until further notice.

All West Cheshire Museums are closed.

Parks and open spaces remain open for exercise, but visitors should follow social distancing advice.

All Council play areas are closed.

From Monday 23 March, bus operators across the Borough will introduce revised timetables. Before you travel please check the operator websites.

Park and Ride services will stop operating after the last bus has run this evening (24 March) until further notice.

Shopper Hopper

The Shopper Hopper service between the Chester Bus Interchange and Princess Street will temporarily stop running from Saturday, 28 March.

Concessionary Travel Passes

The restriction on travel before 9.30am has been suspended meaning those with an eligible/recently expired Cheshire concessionary bus pass can travel free of charge on all local bus services at any time.

All household waste recycling centres are closed.

All schools in England have closed until further notice as part of the country's ongoing response.

All collections of garden waste have been suspended so resources can be concentrated on maintaining a regular household refuse collection service.

Waste and recycling

All Work Zones are closed to the public. Mentoring appointments and registrations are still available online and by phone for existing customers and other unemployed residents looking for employment support.

The Work Zones are offering a job matching service for employees who have recently been laid off or had their hours reduced by the coronavirus outbreak, and are looking to transfer temporarily to a new job.
