Joining the library is free of charge and can be done at your local library (if you are under 16 you should be accompanied by your parent or carer) or online.

On this page you will find details of the services available once you have joined the library. Please note there are charges for some of the services listed, details of which can be found below.

Blue Badges

You can collect and return blue badge application forms to any library in Cheshire West and Chester, except Hoole Library.

Books on Prescription Scheme

The scheme aims to increase access to self-help materials for people who suffer from anxiety, depression or stress-related conditions.

Books on Prescription for Dementia

The Reading Well Books on Prescription for Dementia Scheme consists of a list of 25 titles that have been recommended by health experts as well as people with lived experience. The list includes a range of books offering information and advice about dementia and normal ageing, support with living well after diagnosis, practical advice for carers, personal accounts, and suggestions for shared therapeutic activities.


Bookstart is a national scheme to encourage families to visit the library and share the joys of reading and looking at books with babies and toddlers. Bookstart packs are available via your health visitor (Bookstart Baby) and your child’s pre-school settings (Bookstart Treasure gift). The Bookstart Bear Club is a fantastic way to introduce your family to the library and more information is available in Cheshire West and Chester Libraries.


The Cheshire libraries catalogue is available online. Items can be reserved and renewed from the catalogue using your library membership number and PIN.


All libraries have computers and use is free for one hour each day (subject to availability) for library members. Printing and scanning facilities are available in all libraries. Computers are automatically shut down 15 minutes before a library closes.

There are charges for guest users, further time and printing, details of which can be found in the terms and conditions document below. Children and young people under the age of 16 need parental permission.

Concessionary travel

You can now apply for a concessionary bus pass or railcard at any library in Cheshire West and Chester (excluding Saughall, Elton and Willaston Library centres).

Audio downloads

Cheshire Libraries now offer Audio downloads.


Cheshire Libraries now offer eBooks.


The eResources page provides access to an extensive range of traditional reference works online including encyclopedias, dictionaries and study resources. Access to online newspapers and family history resources is also provided. The majority of resources may be used from any computer and all can be accessed at your local library.


Some libraries offer free exhibition spaces and facilities for display. The library will arrange insurance of exhibits - in return for 10 per cent commission plus VAT on items sold.

Family history

Larger libraries have access to a range of materials to help with family history research. Online resources such as Ancestry Library Edition and Find My Past are only available within libraries.

Home Library Service

The Home Library Service is a service run in partnership with the RVS to provide library material direct to the homes of readers who are unable to collect their own items from a library. Books on Wheels is looking for new volunteers, there are a number of ways that you could help, from visiting or driving to book selection
