Transport strategy

Transport is essential to how our borough works. It connects people to jobs, education and services, supports economic growth, and helps tackle climate change and improve health. It is central to achieving the missions of our Borough Plan.

To support this, we have developed a number of transport strategies which set out our transport objectives, policies and proposals for delivering our long-term transport vision and priorities.

Local Transport Plan 4

“A fair and sustainable transport system which enables a stronger, thriving future.”

Across Cheshire West and Chester, how we move matters. That’s why we’ve developed a new Local Transport Plan (LTP4) Core Strategy, shaped by the people and organisations who live and work here.

The LTP provides the overarching framework for all transport planning activities across the borough to 2045, ensuring that different schemes and initiatives work together to achieve shared outcomes. The Core Strategy was adopted in December 2025 and is available below:

Over the coming months, we will work with communities, partners and the new Mayoral Combined Authority to turn the vision into visible improvements. This will include more detailed policy; area-based movement plans and an implementation plan setting out what will be delivered and when. We will publish these on this web page once its available.

LTP4 has been developed following a process of detailed engagement and consultation. Further details of this process and feedback received can be found on the Participate Now website.
