Council statement on flags and public displays
Cheshire West and Chester is proud to be a Borough of Sanctuary. Our communities are welcoming, diverse, and caring, and we are clear about the values we stand for. We have zero tolerance for harassment or hate, and we expect respect and kindness in all parts of our borough.
We know that many residents wish to show their pride in their country and community. Some flags have been placed on lampposts and other public structures. Our approach is based on safety and fairness. Items fixed to streetlights or signs without permission can create risks for drivers and pedestrians or for staff who maintain the highway. These risks are greater during the autumn and winter months when wind and bad weather can cause damage.
Where flags are judged to be unsafe, they will be taken down and the sites will be reinstated to their proper state. Where flags are secure and not creating a hazard, they may remain for now. Residents are always welcome to display flags on their own homes or businesses.
The Council follows an agreed Flag Protocol that sets out when national and local flags are flown from civic buildings. We also ask that anyone wishing to install poppies or similar displays on public property first seeks permission so that we can ensure they are installed safely.
We will continue to share positive examples of inclusion and equality across our borough, linking this work to our Thrive principles and our commitment to being a place of sanctuary for all.
