Cheshire West and Chester Council’s next Landlords Forum will discuss what upcoming Government changes to legislation will mean for private landlords.

The Landlords Forum will take place at Ellesmere Port Civic Hall on Thursday 17 July 2025. Organised in partnership with the National Residential Landlords Association (NRLA), the Forum is part of the Council’s commitment to working with private sector landlords to help meet housing needs in the borough.

The Government’s Renters Rights Bill is currently going through Parliament, which will mean changes for private tenants and landlords, including proposals to change energy efficiency regulations for rental properties. The Forum is an opportunity for private sector landlords to come together, discover what is proposed and prepare for the new rules.

The meeting will include details on the Renters Rights Bill, consultation on the changes to the Minimum Energy Efficiency standards and Energy Performance Certificates. There will also be information on grants for landlords with vacant properties, or landlords looking to expand portfolios with empty properties classed as second homes. The agenda will also include the support and assistance available to landlords working with the Council’s Private Rented Sector (PRS) Service and the grants available for energy efficiency works. There will also be an opportunity to meet with companies providing tailored services to landlords and the private rented sector.

The new legislation aims to improve conditions in the private rented sector. The Landlords Forum is a fantastic opportunity for local landlords to learn about the changes, share best practice and find out about the support, grants and incentives available.

Our recently launched Private Rented Sector Service is designed to help landlords. The service is going from strength to strength and was recently featured in a National Landlords magazine. Members of the team will be at the Forum to explain the support and incentives available. We will continue to work with the many good landlords in the Borough and take action on those who are not providing safe and well managed homes for our residents.
