Council Tax e-billing Prize Draw - Terms and Conditions

Council Tax E‑Billing £500 Prize Draw (“Promotion”).

1. The free Promotion closes at 23:59pm on Tuesday, 24 February 2026 (“Promotion Period”). All eligible e-billing registrations made at any time prior to the closing date will be entered automatically. Entries received outside the Promotion Period will not be permitted or included.

2. If you require reasonable adjustments to participate in the Promotion, please contact ElectronicBills@cheshirewestandchester.gov.uk before the end of the Promotion Period.

3. There is no entry fee and no purchase is necessary.

4. One winner from all eligible entries will receive £500. The prize is not transferable and no alternative prize will be offered. Payment will be made by bank transfer.

5. The winner will be drawn on Wednesday, 11 March 2026. The winner will be chosen at random from all proper entries received by the end of the Promotion Period by an independent adjudicator whose decision shall be final. No correspondence will be entered into.

6. The winner will be notified by email by Friday, 20 March 2026. A period of one month will be allowed after notification for the winner to claim their prize. If the winner cannot be contacted or does not claim the prize within this time, the Council reserves the right to withdraw the prize from the winner and pick a replacement winner.

7. The winner’s first name will be available for 28 days after 20 March 2026 by contacting ElectronicBills@cheshirewestandchester.gov.uk.

8. Entry is restricted to one entry per household in the Cheshire West and Chester borough. Entrants must be natural persons aged 18 or over (the Council may ask for proof of eligibility). Where a Council Tax account is registered in the name of a company, landlord, letting agent or other organisation, the eligible entrant will be the named individual responsible for managing the account or authorised to act on behalf of the household. Companies and other corporate bodies themselves are not eligible to enter. Where multiple individuals are jointly liable for Council Tax at an eligible property and multiple e‑billing registrations exist, the Council will select one of those individuals at random to be the named entrant for that household.

9. Existing e-billing customers, if eligible, will be entered automatically for this Promotion. If an individual does not want to enter the Promotion for any reason, please send an email to ElectronicBills@cheshirewestandchester.gov.uk with ‘E-billing free prize draw opt-out’ as the subject.

10. Entries not submitted in accordance with the rules will be disqualified and withdrawn.

11. Employees and councillors of Cheshire West and Chester Council or anyone directly or indirectly involved in / connected to the Council are not eligible for entry into the Promotion.

12. The Council is the data controller for personal data processed for this Promotion. Personal data will be used to administer the Promotion, verify eligibility, contact the winner, fulfil the prize, and meet legal or audit requirements. Legal basis: public task/legitimate interests for running the Promotion; consent for publicity where applicable. Personal data will be retained only as long as necessary for these purposes and in accordance with the Council’s Records Retention Schedule. Your rights include access, rectification, erasure, restriction, objection, and complaint to the ICO. 13. Personal data held in respect of your account is held in accordance with current UK Data Protection legislation in force.

14. The Council reserves the right to cancel or amend the Promotion and these terms and conditions without notice and any changes to the Promotion will be notified to entrants as soon as possible by the promoter.

15. The Council accepts no responsibility for entries which are lost, corrupted, inaccurate, incomplete or for any failure to capture entry information.

16. By entering this Promotion, an entrant is indicating their agreement to be bound by these terms and conditions. These terms and conditions govern the free Promotion only.

18. These terms and conditions are governed by the laws of England and Wales, and the courts of England and Wales will have exclusive jurisdiction.
