Organising a street party

Road closure requests

We do consider road closures for street parties or small community events. We seek to cover its costs and not seek to make any profit from road closures for street parties.

For profit-making groups, there will be a fee to cover the cost of administrating the closure request through all the stages and producing the legal order. However for national celebrations such as the Great Poppy Party Weekend, or small not-for-profit community or parish events, we will waive the admin fee.

Road closure requirements

If permission is given you will be expected to display warning signs, normally two weeks before the event, plus road closed signs and cones on the day of the event. We do not have any of these items but will advise you where you can get them.

Council highway

We will require Public Liability Insurance to the value of £1m. If it is a very large street party with over 250 people, it would be questioned if this is for the local community. At this point the insurance level is likely to be increased.

Busy and through roads

There will be a requirement for a qualified and approved traffic management person to install the signs and cones. This can be contracted in by the organiser and would be at a cost to the organiser. We have a list of some companies who operate this service in the borough, but we do not supply this service.

Cul-de-sac

The signs will need to meet the requirements of the signage act and the organiser will be contacted as to the details of this after their request has been approved.

Request a road closure

If a community is looking to hold a street party, they need to seek permission from the land owner. If this is the highway, the event organiser will need to seek a road closure from us. However, the organiser also needs to seek support from all the properties affected by the closure prior to the request to close the road. We will need to assess the risk to road users before a decision can be made. 

All road closures will need a legal road closure order under the Road Traffic Regulation Act 1994 Special Events 16A. For a community street party, we will provide this free of charge. 

Please note: once a legal closure order is in place, the dates and times cannot be changed on the day in the event of bad weather.
