Dispensation permits and Chester city centre access

We allow commercial vehicles to park with a dispensation permit (works permit) in locations where otherwise they would be in contravention of parking restrictions, but only where the vehicles are essential to enable the following works to be carried out:

  • maintenance, building, excavation and demolition works
  • glaziers involved in emergency repair work
  • plumbers, electricians and gas fitters on emergency call outs

Permits don’t allow parking in a place designated for a particular use, such as a disabled persons’ bay, loading bay, taxi rank or bus stop.

Chester city centre access

Important note

From 4th November 2024 access to the pedestrianised area via Northgate Street will be permitted before 10.30am and after 4.30pm. However, no parking with a dispensation is permitted, within the bollard area, in any of the following streets between 10.30am and 8pm.

  • Northgate Street
  • St Werburgh Street

Any vehicle seen parked within the bollards in these streets from 4th November will be liable to be issued with a Penalty Charge Notice.

How do I apply for a permit?

Please give as much notice as possible before applying. Permits can be applied for on the day, however a penalty may be issued if the vehicle is parked before the application is approved.

Permit holders and Taxis

Access permit holders may enter the pedestrianised area at any time. Taxis are allowed into Frodsham Street and Foregate Street to get to the taxi rank.
