Dispensation permits and Chester city centre access
The Council allows commercial vehicles to park with a dispensation permit in locations where otherwise they would be in contravention of parking restrictions, but only where the vehicles are essential to enable the following works to be carried out:
- Maintenance, building, excavation and demolition works
- Furniture removal
- Glaziers involved in emergency repair work
- Plumbers, electricians and gas fitters on emergency call outs

Permits must be requested at least five days before the work is due to commence.
Applications made on the day of the work can be made in person at The Forum, Chester, CH1 2HS
- One day: £10
- Two days: £20
- Three days: £50
- Four days: £70
- Five days: £90

Chester city centre access
Access to Chester city centre access is limited to the following between 10.30am and 4.30pm Monday to Saturday.
Access permit holders and dispensation permit holders may access the pedestrianised area at any time.
Disabled badge holders
Blue badge holders are permitted to park in designated bays within the central shopping streets. Please check the signs at each bay for any limited waiting times. If you need vehicle access to the pedestrianised area during the restricted hours you should report to the attendant at the barrier and must display your blue badge.
Taxis are allowed into Frodsham Street and Foregate Street to get to the taxi rank. Apart from certain limited exceptions, taxis are not allowed in some of the other central shopping streets between 8am and 6pm. This applies only to black Hackney carriages and not private hire vehicles, which are restricted in the same way as ordinary cars.
