What engagement have we done to date?
We issued letters to residents, parents and guardians and held an engagement event on Tuesday 14 October 2025 for the school community and residents to attend. The aim of this event was to allow the public to provide their initial feedback on the potential for a School Street scheme at this school. Following a review of this feedback and through ongoing engagement with the school, the Council has made the decision to introduce the School Street as a trial.
How will the scheme be introduced?
The scheme will be introduced using an Experimental Traffic Regulation Order (ETRO). This allows us to run a public consultation alongside the ETRO – which is also known as a ‘trial’ period - before a decision is made to make the scheme permanent or remove it.
This ‘trial’ period also allows us and the school to collect information and feedback on how the scheme is operating on the ground. This will include traffic data, parking behaviour, pupil travel patterns and feedback from the public.

Exemptions
Vehicles will not be allowed to enter the School Street when it is in operation (during school drop-off and pick up times, term time only) unless exempt.
Exemptions include:
- Residents' vehicles displaying a valid School Streets permit
- Blue badge holders residing at or visiting properties within the restricted roads, or accessing the school
- School buses and school transport services serving the school.
- Public transport
- Emergency services, doctors on call, district nurses, carers and support workers working at the properties on the restricted roads
- Statutory public services/utilities (gas, electricity, water, telecoms companies) working at the properties on the restricted roads
Exempt motorists are required to drive carefully during the School Street operation times. Residents who live on the School Street (or require access to their property) will be exempt but will need to display a permit.
How can I apply for an exemption?
To apply for an exemption, email: cheshirewest-schoolstreets@wsp.com and provide the following information.
- Full name
- Address
- Vehicle registration number
- Evidence that the vehicle is registered to you (e.g. V5C logbook or valid insurance document)
- Contact details (phone and/or email)
- Reason for exemption request i.e. Blue Badge holder
Getting to Guilden Sutton Primary School
Whilst 41% of pupils live within a mile of the school and 30% live within half a mile, current surveys show that 69% of pupils are driven. This suggests there is potential for more families to walk, wheel or cycle for all or part of the journey. The School Streets scheme aims to create a safer, calmer environment outside the school gates and to support families who are able to make more sustainable travel choices.
It is recognised that not all families are able to travel sustainably due to distance or individual circumstances. We kindly request that individuals who must travel by car, during the School Street hours, use the designated Park and Stride locations, which are conveniently situated within walking distance of the school. These include:
- The Village Hall Car Park (Summerfield Rd, Guilden Sutton, Chester CH3 7SW) – 1 minute walk
- The Parish Council Car Park (Church Ln, Guilden Sutton, Chester CH3 7EW) – 6-minute walk
