Conditions of Site Use

It is important that site users understand what is expected of them and what standard of service they can receive in return.

HWRCs are exclusively for the use of Cheshire West & Chester residents to deposit their household waste. Commercial waste is strictly prohibited.
Residents must be registered to visit the HWRCs and keep their details up to date.
Visitors may be asked to provide proof of residency, confirm where their waste has come from and sign a waste declaration form.
Where a charity permit is required, it must be presented before using the site.
Visitors should sort and separate different materials before arriving at a HWRC, and make sure materials are put in the correct containers on site.
Waste may be inspected on arrival and staff may ask to open any bags and/or boxes to check contents.
Items that are not accepted at the HWRC should not be left on site.
Residents can dispose of household DIY waste for free at the sites within the allowed limits. (See website for details).
Depositing waste when the site is closed, either outside the gate or elsewhere, is fly tipping and subject to enforcement action.
To maximise reuse and recycling, some items may be sold or passed on to extend their lifespan.
Automatic number plate recognition (ANPR), CCTV and body camera monitoring is in place at all sites.
All vehicles entering a HWRC must display legally compliant number plates. Trailer number plates must match the towing vehicle.

Safety and Conduct on Site

Visitors must adhere to instructions given by staff, signs, notices and road markings at all times.
Abusive language or intimidating behaviour towards site staff will not be tolerated and may result in restricted access to HWRCs.
Visitors must take care when emptying containers into skips. Climbing into skips to retrieve items is strictly prohibited.
Children (aged 12 and under) and pets must remain in vehicles.
Sensible footwear and gloves should be worn when handling waste.
Smoking, vaping and covert filming or photography is strictly prohibited.
Pedestrian access is ONLY permitted at Frodsham HWRC where a dedicated gate is present.
All rubble, soil and other hardcore must be brought to HWRC sites in containers rather than loose. Containers should be a manageable size and light enough for one person to lift safely.

Trailers over 3.5m in length or vehicles above 3.5 tonnes gross vehicle weight are not permitted at any recycling centre.

Any trailers, car-derived vans, commercial vehicles (including pick-up trucks) or vehicles over 5m in length are not permitted.
