Household Waste Recycling Centre Registration and Site Access Privacy Notice

Including ANPR, CCTV and body worn camera use

This privacy notice explains how we collect, use, store and share personal information when delivering the Household Waste Recycling Centre service, including registration, site access management, Automatic Number Plate Recognition (ANPR), CCTV and body worn camera use.

Household Waste Recycling Centres are provided for our residents to deposit household waste and recycling that cannot usually be collected at home. Commercial or trader waste is not accepted at public Household Waste Recycling Centre sites.

What information we collect and use

We only collect and use personal information that is necessary to operate the Household Waste Recycling Centre service safely, fairly and lawfully.

Personal data

We may collect and use the following information:

  • name, address and contact details – including email address and/or telephone number, which is used to verify residency, manage your registration and contact you about your use of the service if necessary
  • vehicle registration details – including vehicle registration number, make and model
  • supporting vehicle documentation, where required – for example a V5 document for commercial-type vehicles to prove residency and ownership, or an authorisation of use document where the vehicle is not owned by the applicant
  • HWRC visit records – including date and time of visit, vehicle registration number and site access information
  • vehicle images captured by ANPR cameras when you attend a site
  • CCTV footage captured at Household Waste Recycling Centre sites
  • body worn camera footage and audio, where body worn cameras are used by staff in connection with site safety, incidents or enforcement

Special category data

We do not routinely collect special category data as part of the Household Waste Recycling Centre registration or site access process.

Criminal offence data

We do not routinely collect criminal offence data as part of the standard registration process. However, information relating to suspected misuse of the sites, unauthorised access, illegal waste disposal, environmental crime or other incidents may be processed where necessary for investigation, enforcement, public safety or the prevention and detection of crime.

How we collect your information

We collect most information directly from you when you complete the Household Waste Recycling Centre registration process.

Registration details are submitted through an online application system hosted by a third-party provider on behalf of the Council. Where a paper application is used, the information will be entered into the system and the paper form will be confidentially destroyed once processing is complete.

When you visit a Household Waste Recycling Centre, your vehicle may be identified through ANPR cameras installed at site entrances. This information is securely matched against your registration record. Images may also be captured by CCTV while you are on site and, where appropriate, by body worn cameras used by staff.

What your personal information is used for

We use your information to:

  • verify that you are a Cheshire West and Chester resident entitled to use the Household Waste Recycling Centre service
  • register eligible household vehicles
  • allocate and manage the annual visit allowance of 30 visits per household per year
  • manage site access fairly and efficiently
  • prevent misuse of Household Waste Recycling Centre sites
  • prevent commercial or trader waste being deposited illegally
  • prevent excessive use beyond the permitted allowance
  • prevent use by non-residents or out-of-area visitors
  • support safe site operation for residents, staff and contractors
  • investigate and detect unauthorised use of the sites
  • investigate potential breaches of site rules
  • support the prevention and detection of crime, including environmental crime
  • support enforcement activity where necessary and lawful
  • use anonymised information to assess demand, plan services and improve the Household Waste Recycling Centre service

Who we share your information with

Access to your personal information is restricted to authorised staff and organisations who need the information to operate, manage or support the service.

We may share information with:

  • our HWRC operational teams – to manage registration, site access, visit allowances and service operation
  • authorised contractors operating or managing HWRC sites – to support safe and effective operation of the sites
  • the system provider responsible for hosting and supporting the registration platform – to operate and maintain the registration and visit management system
  • Police or other enforcement bodies – where necessary and lawful for the prevention or detection of crime, investigation of environmental crime, unauthorised use, illegal waste disposal or other enforcement purposes
  • other organisations where required by law – for example where we are legally required to disclose information

We will not sell your personal information or share it for marketing purposes.

How long we keep your information

We will only keep your personal information for as long as it is needed for the purposes described in this notice, unless we are required to keep it for longer for legal, investigation, enforcement or complaints purposes.

In practice, this means:

  • registration records will be kept for as long as your Household Waste Recycling Centre account remains active
  • visit history and ANPR images will be kept for up to 24 months, unless required for investigation of misuse, enforcement, complaints or legal purposes
  • CCTV footage will be retained for up to 30 days and then automatically deleted, unless needed for incidents, investigations, enforcement, complaints or legal requirements
  • body worn camera data will be retained for 30 days and then automatically deleted, unless needed for incidents, investigations, enforcement, complaints or legal requirements

After the relevant retention period, your personal information will be deleted or anonymised.

Where information is used for service planning, reporting or demand analysis, it will be anonymised so that individuals cannot be identified.

Site rules and compliance

Users of Household Waste Recycling Centres are expected to follow the site rules and conditions of use.

Where non-compliance is identified, we may use vehicle registration information, ANPR records, CCTV footage, body worn camera footage or registration information to investigate the matter.

Repeated or serious misuse may result in enforcement action and/or restricted access to Household Waste Recycling Centre sites.

Data processors

We use data processors to support delivery of the service. These organisations process personal information on behalf of the Council and only in accordance with our instructions. This may include:

Bookinglab
To host and support the Household Waste Recycling Centre registration platform and log visits.

Gov.UK Notify
Where used to send service-related notifications or updates.

Firmstep or other Council contact/case management systems
Where contact with the Council is logged and managed.

Data Controller

We are the Data Controller for personal information processed as part of the Household Waste Recycling Centre registration and site access system, including ANPR, CCTV and body worn camera information. This means that we decide what personal information is collected, how it is used, and the purposes for which it is processed.

Lawful basis for processing

We rely on:

UK GDPR Article 6(1)(e) – Public task
Processing is necessary for us to perform a task carried out in the public interest or in the exercise of official authority. This includes operating Household Waste Recycling Centres, managing access to those sites, preventing misuse, complying with environmental controls and supporting safe and lawful service delivery.

Where information is used in connection with suspected misuse, crime prevention, enforcement, environmental crime or illegal waste disposal, processing may also be necessary to support our public functions and legal responsibilities.

Legislation we rely on

The information requested as part of the Household Waste Recycling Centre registration process is required to allow us to operate the service lawfully and in line with environmental controls relating to the monitoring and management of waste entering the sites.

This includes requirements linked to waste management licences issued by the Environment Agency and legislation including, but not limited to:

  • Environmental Protection Act 1990
  • Environment Act 1995
  • any relevant site permit, licence or environmental control conditions that apply to the operation of Household Waste Recycling Centre sites

If we did not collect and use this information, it may be unable to operate the sites in compliance with licence conditions and may be unable to prevent prohibited or commercial waste entering the sites.

Do I have to provide this information?

You do not have to register for the Household Waste Recycling Centre service. However, the information requested is required if you wish to use the sites.

If you do not provide the required information or do not complete the registration process, you will not be able to use Household Waste Recycling Centre sites.

International data transfers

Your personal information is stored securely within the UK.

If any personal information needs to be transferred outside the UK, we will ensure that appropriate safeguards are in place before the transfer takes place. This may include adequacy regulations, International Data Transfer Agreements, Standard Contractual Clauses, risk assessments and appropriate technical and organisational security measures.
