Annual Report 2018-19 Introduction

As Leader and Chief Executive of Cheshire West and Chester Council, we are pleased to introduce the 2018-19 Annual Report.

In 2016, the Council developed and launched a four-year Council Plan - Helping the Borough Thrive - shaped by the views of our residents to ensure it would bring about the changes that people wanted to see in their everyday lives.

This report highlights our most recent achievements in delivering against the 10 priorities highlighted within the plan - during a year in which Cheshire West and Chester Council was named Overall Council of the Year by the Association for Public Service Excellence (APSE), and shortlisted for the same award by the Local Government Chronicle. This represents a significant achievement in itself. With councils across the country facing well-documented and unprecedented cuts in funding from central government, our strong and forward-thinking approach to sound financial management has allowed us to continue investing in our priorities, making a positive impact for residents and businesses across our services.

It is also important to recognise that, through their willingness to work differently in meeting new and increasing challenges, our staff have been fundamental to building on the excellent relationships we have with partner organisations, joining up services and focusing on the outcomes that really matter to people. The achievements within this report are testament to that, along with the commitment of our partners to work in collaboration with us.

The Council will continue to face considerable challenges. We have declared a Climate Emergency, determined to play our part in meeting an urgent global challenge. We face uncertainties around the Brexit process and increasing demands on public services, particularly for our most vulnerable.

We are now opening up discussions with communities on a new Council Plan. We will need to work even more closely with our residents, partners and businesses to build strong, resilient communities in the months and years ahead. Together, we can ensure our borough continues to thrive, long into the future.
