• Increasing the number of proposed visits from 24 to 30 per household, over a 12-month period, and introducing an application process for exceptional circumstances where additional visits may be required.
• Making it easier for residents who cannot get to a HWRC to access the service through the help of relatives, friends and neighbours.
• Increasing the amount of DIY waste that can be brought in a single visit, to help more people to dispose of their DIY waste for free and reduce the need for multiple visits. There will be no charge for Household Waste disposal, but there will be a limit to the amount of DIY waste that can be brought without charge. 
• Implementing a communication plan to promote the changes to ensure residents are well informed and prepared. Residents will not be turned away from the site if they were unaware of the changes and the opportunity will be taken to engage and educate residents about the new Reasonable Use Procedures. 
• Implementing a fly tipping action plan to include a Duty of Care campaign to help residents, tradespeople, businesses and landlords understand their responsibilities, to mitigate the small but manageable risk of fly tipping occurring because of the proposed changes.
