
The Household Waste Recycling Centre consultation has now closed.
Thank you to everyone who took part. Your feedback has helped shape the proposals for the future HWRC service. All the feedback received has been analysed and the findings report is available here.
The findings were discussed by the Council's Places Overview and Scrutiny Committee in March 2025 and Cabinet in June 2025 to help inform their decisions.

- Increasing the number of proposed visits from 24 to 30 per household, over a 12-month period, and introducing an application process for exceptional circumstances where additional visits may be required.
- Making it easier for residents who cannot get to a HWRC to access the service through the help of relatives, friends and neighbours.
- Increasing the amount of DIY waste that can be brought in a single visit, to help more people to dispose of their DIY waste for free and reduce the need for multiple visits. There will be no charge for Household Waste disposal, but there will be a limit to the amount of DIY waste that can be brought without charge.
- Implementing a communication plan to promote the changes to ensure residents are well informed and prepared. Residents will not be turned away from the site if they were unaware of the changes and the opportunity will be taken to engage and educate residents about the new Reasonable Use Procedures.
- Implementing a fly tipping action plan to include a Duty of Care campaign to help residents, tradespeople, businesses and landlords understand their responsibilities, to mitigate the small but manageable risk of fly tipping occurring because of the proposed changes.
Help us shape a new Household Waste Recycling Centre service
Cheshire West and Chester Council is considering how to better manage the recycling and disposal of waste at Household Waste Recycling Centres (HWRCs, also known as “tips”) across the borough and would like to hear people’s views on the proposals.
A ten-year Waste Management Strategy was adopted by the Council in 2021, aiming to reduce overall waste, increase recycling and provide a cost-effective service. Reviewing the way HWRCs work is the next step in delivering this strategy.
The Council has developed proposals to deliver a modernised HWRC service that is easy to use, affordable to operate, and helps meet our climate change goals. Share your views on these proposals to help shape future HWRC services and ensure they reflect the needs of the community.
