Cheshire West and Chester Council welcomes Expressions of Interest (EOI) from community, not-for-profit organisations based in Cheshire West, on acquiring via a long-term lease the land known as Kingsley Football Pitch, Middle Lane, Kingsley, WA6 6TZ.
The Land is situated on Middle Lane, is a single full size football pitch and some surround outfield. The site is on the opposite side of Middle Lane from Kingsley Community and Primary Nursery School. The site is approximately 2.7 acres or 1.1 hectare. There is a small area of rough parking on the site as well as a small wooden changing room which is included in the site.
A condition of the lease will be for public access at all time for both the car park and informal green space.
The sports pitch will need to be retained, and the successful group will need to ensure there is no net loss of pitch/playing field and its publicly accessible. The Councils Play Pitch Strategy (PPS) recognises the pitch is in poor quality and recommends improving pitch quality to protect it.

Invitation to Submit Expressions of Interest
We recognise the vital role that community assets play at the heart of their local communities and the invaluable role they have in achieving the Council’s corporate outcomes set out in the Borough Plan 2024-2028. We want to work with you to make this happen.
We welcome Expressions of Interest from community, not-for-profit organisations based locally on acquiring via a long term lease the property known as Kingsley Football Pitch,Middle Lane, Kingsley, Cheshire, WA6 6TZ. Other alternatives to a long-lease may be available to enable an organisation to manage an asset such as a management agreement (up to two years) or short-lease (two to five years).
Process
All Expressions of Interest received will be considered by our Community Asset Transfer Panel.
Eligible applicants will then be invited to submit a Business Case against which an informed decision for transfer will be made. The Business Case is the formal application stage of the process and can only be made by a constituted community group or organisation which delivers a service direct to the community. The Business Case is expected to outline community demand for the service, the governance and capacity of the applicant organisation, the financial viability of the proposal and the extent to which it contributes to delivering the Council’s aims and objectives.
The final stage in the process will be the completion and transfer of the asset between the Council and the successful applicant based on the provision of a sustainable business model. The specific terms of the transfer agreement will depend upon the nature of the successful business case and will be negotiated with the successful applicant(s) on completion of this process. Organisations may be invited to work together to deliver services from the premises and we therefore encourage and welcome partnership or consortium-based proposals.

Upton Youth Building

Cheshire West and Chester Council welcomes expressions of interest from community, not-for-profit organisations based in Cheshire West, on acquiring via a long-term lease the building and land known formerly as Upton Youth Building.
Upton Youth Building is in Upton ward, located next to Mill View Primary School and Upton Pavilion recreation grounds.

The gross external area of the building is 354m² with an overall site area (including the site of the building) of 1,886m² (0.19 hectares).
The building provides a recessed porch entrance, internal lobby area, with male and female facilities off, a series of large and small function rooms, storage and kitchen facilities.
Externally the site has a surfaced front forecourt area, with access to the rear of the building where there is a surfaced former basketball pitch.
The building is in substantial disrepair, having been vacant for some time and is likely to require demolition and redevelopment, subject to planning. It is intended that it will be transferred in its current condition. Note – similar developments have required £2m - £5m investment.
