Moving traffic enforcement

Automatic Number Plate Recognition (ANPR) moving traffic enforcement is in operation at three locations in Chester and one in Ellesmere Port. Designed to tackle dangerous manoeuvres, congestion and disruption on the borough’s roads.

Moving traffic restrictions are signed the restrictions applies to all vehicles including hackney carriage and private hire and motorbikes unless otherwise stated.

Contraventions will result in the driver of the offending vehicle receiving a warning letter in the first six months of enforcement but PCNs will be issued to the vehicle owner for a repeat offence within the first six months and for a first (or subsequent) offence at the end of the six-month warning period. A £70 penalty charge notice by post. This is payable by the vehicle owner, however the charge will be reduced to £35 if it is paid within 21 days.

Cameras are in place at the following locations and use NPR to identify vehicles performing the prohibited maneuver.

Proposed installation of Automatic Number Plate Recognition (ANPR) cameras

We are proposing the installation of Automatic Number Plate Recognition (ANPR) cameras on Eddisbury Road at the extent of the Woodlands Primary School ‘School Street’ restrictions.

We are seeking views on the proposed installation of ANPR cameras to ensure compliance with the existing School Street Traffic Regulation Order (TRO). The consultation will run from Monday 17 November to Monday 29 December 2025.

The School Street was introduced in 2023 restricting motorised traffic on Eddisbury Road (with exemptions) between the hours of 8.30am to 9am and 2.45pm to 3.30pm. At the end of 2024, the TRO for the School Street was made permanent.

Adhoc traffic enforcement and surveys have shown that increasing numbers of motor vehicles are now violating the TRO particularly in the afternoon school pick up time. Therefore, we are proposing to install two ANPR cameras to enforce the School Street restrictions.
