Adding a cumulative impact policy and guidance on spiking to the statement of licensing policy

What happened after the consultation?

All the responses were published in a report to the Licensing Committee who considered them on 13 September 2022. The Licensing Committee considered the report and approved made to the policy as a result. These changes were subsequently approved by Cabinet on the 12 October 2022 and Full Council 20 October 2022.

Background

A Cumulative Impact Policy covers a designated area where the impact of the type, number or density of licensed premises (alcohol and late-night refreshment) causes a negative impact on:

  • Crime and disorder
  • Public safety
  • Public nuisance
  • The protection of children from harm

(These are the licensing objectives).

Spiking, a national concern, is when a substance is added to a person's drink or they are injected, without their knowledge or consent. It can be difficult to tell whether a drink has been spiked, as substances used for spiking usually have no taste, odour, or colour.
