Charges for care and support

How much financial assistance will I receive?

As part of the financial assessment means test, we will need to ask you about your income and any capital that you have. This information will be treated confidentially. We will then work out if you are eligible for some financial assistance towards the cost of your care from us. We will work this out according to the government rules contained in the Care Act.

To complete the financial assessment we will ask you to give us full and detailed explanations/documents relating to your financial circumstances. Our financial assessment calculator can also be used to find out how much financial assistance you may be eligible for before you begin the care assessment process.

From the information provided on your financial assessment, we will work out how much financial assistance you may receive (if eligible) and how much you will pay. We call the amount you pay your assessed charge, and we calculate this on a weekly basis.

We make sure that you have enough to live on each week. These amounts are set by the Government each year:

  • if you are moving into residential or nursing accommodation this is known as your Personal Expenditure Allowance
  • if you are receiving care at home this is known as the Minimum Income Guarantee

If you are receiving care in your own home or the community we will look at the amount of income you have left after taking away some of your outgoings to work out your charge. You may also have other costs which may be incurred as a direct result of your disability or health condition, therefore we will also take this into account if applicable. This is known as Disability Related Expenditure (DRE).

Charges and Rates Payable 2025-26 Adult Social Care Service Charges

This schedule sets out Adult Social Care charges that apply from April 2025 – March 2026. These are reviewed, revised and agreed by us annually. Future year’s charges will be published when available.

Your charges will start from the first day of your care. If this is before your Financial Assessment is complete, you might be charged the full cost of your care, however, we will adjust your invoice accordingly once the Financial Assessment is complete.

Residential Rates

If you are placed in residential care by us, the amount of financial assistance and any assessed charge is based upon an assessment of your income, capital and any other assets you may have. The capital limits for assessment purposes will be:

  • Capital Disregard (lower limit) £14,250
  • Upper Capital Limit £23,250*

*Please note that for benefit purposes (e.g. pension credit, income support) the capital limits are different.

If you have income and capital over the Upper Capital Limit, you will be required to meet the full cost of the services you receive, and will not be eligible for financial assistance.

The Personal Expenses Allowance (PEA) (i.e. minimum amount a person will be left with) will be £30.65 per week.

Residential – long stay and Short Breaks/Temporary Care – short stay

This is based on our contract rate. If a contract placement cannot be secured then you will be charged an appropriate off-contract rate.

Non-Residential Rates

Under non-residential charging rules, if you have savings or investments (not including your home) of more than £23,250 you will pay the full cost of your care and will not be eligible for financial assistance. If you have savings under £23,250, you may still qualify for some financial assistance towards the cost of your care from the Council. From your capital or savings, you will need to pay a tariff income amount of £1 for every £250 you have above £14,250. We call the amount you pay your assessed charge.

Your assessed charge is based on your weekly income (including pensions and benefits), and any savings/ investments between £14,250 and £23,250.
