Outdoor events
Overview
If you are planning to organise an event in Cheshire West and Chester, you are required to submit an event application form or contact our Events team by email at events@cheshirewestandchester.gov.uk.
When assessing your application, we and the Safety Advisory Group (SAG) need a clear understanding of the nature, scale, and location of your event.
When to apply
We strongly recommend applying as early as possible, but the latest we would accept your application would be:
- events with less than 1000 people attending, spectating, or participating. Applications and all supporting documents must be submitted at least eight weeks before the event
- events with 1000 to 4999 people attending, spectating, or participating. Applications must be submitted at least 12 weeks before the event, with all supporting documents provided no later than eight weeks before the event
- events with 5000 or more people attending, spectating, or participating. Applications must be submitted at least six months before the event, with all supporting documents provided no later than 10 weeks before the event
Administration fee
An administration fee applies if your event requires any of the following:
- use of Council-owned land
- use of Council-managed land
- events taking place on, or involving use of, the public highway
- events on private land that require a temporary traffic regulation order (TTRO)
- events taking place on the River Dee
Administration fee charges
- events with up to 499 people (including attendees, spectators, and participants), a fee of £138 (inclusive of VAT) will apply.
- events with 500 or more people (including attendees, spectators, and participants), a fee of £252 (inclusive of VAT) will apply.
Additional charges
Depending on the nature of your event, you may also be required to pay additional charges, including:
- licences for licensable activates
- highways temporary road closures or traffic restrictions
- land occupation licence fees
Events exempt from administration fees
An administration fee will not apply, or may be waived, in the following circumstances:
- events held entirely on private land, where activities do not impact Council owned or managed land
- Remembrance Sunday, commemoration events, and recognised national occasions
Events on Private Land
If your event does not require the use of Council owned or managed land, we would encourage you to submit an application form to our Events team. This helps us understand event activity across the borough and identify any potential conflicts or impacts on local communities.
Cancellations and Promotion
If an event is cancelled or declined due to insufficient planning, any administration fee paid is non‑refundable.
Any promotion of an event before approval is granted is at the organiser’s own financial and reputational risk.
