Blue badge scheme

The Blue Badge Scheme is a national arrangement of parking concessions for people with disabilities who travel either as drivers or passengers.

The scheme also applies to people who are registered blind or severely sight impaired and people with very severe disabilities in both arms who regularly drive a vehicle but cannot operate or have considerable difficulty in operating all or some types of parking meter.

A Blue Badge helps holders to park close to their destination. National concessions apply only to on-street parking, as off-street car parks are governed by separate rules.

Badge issue fee and validity

It costs £10 for you to get a Blue Badge. This will apply to all types of new badge applications and renewals. If you are eligible, badges are normally issued for a period of three years.

Blue Badge parking - on street

Blue Badge holders can park on yellow lines for up to three hours (a time clock must be displayed). There are designated Blue Badge bays throughout the borough with no time restriction for Blue Badge holders.

Please check the signs for terms of use and your Blue Badge booklet for full terms and conditions on where a Blue Badge can be used.

At car parks

Blue Badge holders can park in any Council-owned pay-and-display car park for up to four hours without charge. Please check the signs for terms of use. There are three car parks dedicated to Blue Badge holders:

Pay on exit

Blue badge holders who are Cheshire West and Chester borough residents and who have a micro-chipped Blue Badges can park in any Council-owned pay-on-exit car park in Chester for up to four hours without charge.

Blue Badge holders – microchip sticker application

From 30 November 2015 some of Chester's city centre car parks became pay-on-exit, with a barrier in operation. Blue Badge holders can now apply for a special microchip sticker to ensure they are still able to park for four hours free of charge in these car parks.

Applying for a Blue Badge

Or email us and we can arrange to have a copy of the form sent to you.

Alternatively, you can collect and return an application form from any of the Council offices listed below:

Application forms can also be collected from and returned to all local Libraries except for Hoole.

Please note that new and renewal applications take about one month to process. We recommend that you apply for a renewal one month before the date your badge is due to expire.

Renewing a Blue Badge

We need to assess a person's mobility every three years to check their eligibility for a Blue Badge. Therefore we process a renewal application in the same manner as a new application.

If you need to renew your Blue Badge, please complete the Blue Badge application form or apply online as detailed in the Applying for a Blue Badge section of this page.
