Introducing a new registration system
We are modernising how residents access our Household Waste Recycling Centres (HWRCs) to make visits quicker, easier and more convenient. As part of this improvement, we are introducing a new registration system.
All residents of Cheshire West and Chester must register their vehicle(s) to use the HWRCs.
All sites are for the exclusive use of Cheshire West and Chester residents to dispose of their household waste. This system helps prevent unauthorised commercial use and the disposal of non-household waste, while ensuring fair and reasonable access for all residents.
As the service is funded by council tax payers, it is not intended for the disposal of commercial waste.
The introduction of registration will bring a range of improvements for residents and for the effective running of HWRC services:
- Registration is quick and easy and only needs to be completed once.
- You can register up to three vehicles per household, including one commercial-type vehicle such as a van or pickup.
- Each household is permitted up to 30 visits within a 12-month period.
- No need to bring proof of address on every visit, making access simpler and faster.
- Replaces the paper‑based permit system at Neston, reducing administration and postage costs.
- Ensures only intended users can access HWRCs, reducing the amount of waste from unauthorised users — helping keep disposal costs down.
- Supports monitoring of site visits in line with the reasonable use procedures.
- Automates site entry, allowing staff to spend more time supporting residents with correct waste and recycling sorting.
- Allows residents to visit on behalf of others, where necessary — for example, helping family members, friends, or residents without their own vehicle.
Registration is a one‑off process for each household. Once registered, you will only need to update your details if:
- you change your vehicle, or
- you move home.
An annual reminder will be sent to help keep your access active.
All HWRC sites use Automatic Number Plate Recognition (ANPR) to check your vehicle on arrival. If your vehicle is registered, the system will confirm this automatically — meaning faster entry and no need to show documents.
Each household can register up to three vehicles, depending on type.
Vehicle categories and limits
Waste from commercial premises, businesses or any “paid‑for” work is not permitted at any HWRC site.
Vehicles that are not registered could be denied entry.
- Registration is a one-off process for each household. You only need to update your details if you change vehicle or move home.
- No ID, proof of address or paper permit is needed to visit your local site.
- You can receive optional notifications, reminders and service updates.
- An annual reminder will be sent to help keep your access active.
- You can use your account to track your remaining visits.
Residents can register a hire (rented) vehicle to access the sites up to four times within a 12-month period.
To use a hire vehicle, you must:
- Register the vehicle in advance using the online system, selecting a start date. Residents will then be given a three-day access period.
- If you do not yet know the vehicle registration number, you can still complete the booking and update it later if required.
- Once registered, you will receive a QR code by email. This QR code is only valid for the period you selected.
When visiting the site:
- You must present your QR code to site staff on arrival, before unloading any waste.
- You must also provide valid hire documentation for the vehicle.
Please note:
Failure to provide both a valid QR code and the appropriate hire documents may result in access being refused.
