The Market Position Statement (MPS) 2025-2035 sets out our long-term vision for care and support services across all age groups. The below PDF explains how we plan to shape the health, social care, and housing market over the next five to 10 years to help people live healthier, more independent lives. Our central aim is to support people to “live a great life,” with a strong focus on remaining at home or in community-based settings wherever possible.
The MPS outlines how we will work with providers, partners, and communities to develop a more flexible, innovative, and sustainable care market. A key theme is moving away from traditional models of care towards strength-based, preventative approaches that build on people’s independence and reduce the need for long-term support. It emphasises collaboration, co-production with people who use services, and closer integration with NHS services.
It also describes our commissioning priorities, focusing on two main areas: supporting people to live well at home and providing suitable supported accommodation when additional care is needed. The market is structured around three life stages:
