Property conditions, legislation and guidance

National Landlord Register

As part of the Renters' Rights Act, the Government is introducing a new national landlord register, known as the Private Rented Sector (PRS) Database. The register is designed to improve standards in the private rented sector, support local authority enforcement and provide greater confidence for tenants when renting a home.

All private landlords will be required to register themselves and their rented properties. The database will help ensure greater transparency andaccountability across the private rented sector, while supporting councils to identify rented properties and tackle poor housing conditions.

Implementation in Cheshire West and Chester

The Register is expected to be introduced:

  • between 15 May 2027 and 14 August 2027.

Further guidance on registration requirements and timescales will be published ahead of implementation.

Benefits of the National Landlord Register

The new register will:

  • improve housing standards
  • support responsible landlords
  • help tenants make informed choices
  • increase transparency and accountability
  • support local authority enforcement activity
  • help create a fairer and more professional private rented sector.

The Register is one of a number of measures being introduced through the Renters' Rights Act to improve conditions and protections for both tenants and responsible landlords.
