Housing strategy/prospectus
Introduction
We want to enable people to live great lives and support our communities to thrive.
Many people live independently with a learning disability, neurodiverse condition or mental health need without the need for support from health or social care. Those with moderate to more complex needs may be eligible for support under the Care Act 2014. For these individuals, the Council and its strategic partners provide suitable housing options that promote independence, choice, and wellbeing.
Our focus is understanding how people want to live their lives and what type or model of support and accommodation is needed to help them achieve this. This understanding and knowledge of people’s desired outcomes forms the basis of our prospectus which has been coproduced by people with lived experience with help and support from Cheshire Disabled People’s Panel.

The prospectus is rooted in people’s lived experience and builds on the coproduced findings of our recent Accommodation Review to describe the type of housing people need now and in the future to live a good life.
The prospectus will explore how these outcomes are met now, look at the options currently available and analyse where there are gaps in terms of location, accommodation types and strengths-based support.
Based on current data, the prospectus identifies gaps in the market and sets out clearly the number of units we require to be built over the next ten years to continue to meet people’s needs.
The prospectus signals to developers, landlords and social care providers what housing we need, how much and by when; it provides an opportunity to collaborate and plan, to seek opportunities for development and investment to fill gaps in our specialist housing market.
The prospectus provides a framework to deliver diverse and suitable accommodation to meet the care and support needs of people in our communities and we hope it provides you with enough information to stimulate a further conversation with us.
